Hlášení cizinců refers to the broader legal duty accommodation providers have under Czech law to report foreign guests to the state. This obligation exists independently of any particular software system — it’s currently fulfilled through UbyPort, the Foreign Police’s reporting platform, but the underlying duty to report is set out in law.

Who it applies to

The obligation applies to any accommodation provider hosting non-Czech guests, regardless of size — a single-apartment Airbnb host has the same reporting duty as a large hotel. It does not apply to Czech citizens, who are instead recorded in the House Book and Registration Book but not reported through UbyPort.

How the obligation is met in practice

Today, this means registering as an accommodation provider in UbyPort and submitting a report for each foreign guest within the legal deadline. As the planned e-Turista system rolls out, the mechanism for meeting this obligation is expected to change, but the underlying legal duty to report foreign guests will remain.
