Inter-ministerial comments on the MMR government bill closed
The comment period on the Ministry for Regional Development’s amendment to the Tourism Act closed on 13 October 2026. Next the ministry settles the comments, then the cabinet discusses the bill. The cabinet has not approved it and it has not been sent to the Chamber, so it has not passed any reading in Parliament.

The opposition bill is on the Chamber’s agenda, no first reading yet
The MPs’ bill with the eTurista registry (Chamber print 106) and the bill letting municipalities regulate short-term rentals (print 107) are on the agenda of the Chamber’s 34th session, which opened on 13 October 2026 (items 76 and 77). As of 15 October 2026 neither has had its first reading. Print 106 would, among other things, raise the accommodation fee cap to CZK 100 and count a registry entry as keeping the fee register. The cabinet issued a dissenting opinion on it in March.

MMR circulates its own government bill, proposing effect from 1 Jan 2028
The Ministry for Regional Development sent its own amendment to the Tourism Act into inter-ministerial comments (ref. MMR-63945/2026-31). It sets up a registry of accommodation establishments and units, known informally as eTurista. Within 24 hours, hosts would enter for each guest their sex, year of birth, country and municipality of permanent residence, citizenship and a few other details. For foreign guests, that entry would also count as the police report and the house-book entry. Municipalities could also restrict short-term rentals in flats in apartment buildings (season, number of days, number of guests). The proposed effective date is 1 January 2028, but this is still only a draft.

Tourism industry: the law is still unpassed
Both the Czech Tourism Union and the Union of Trade and Tourism confirmed in a survey that the bill still hasn’t passed — the system is, in their words, paid for but has no basis in law. Both organizations pointed to the previous electoral term, when an earlier version of the bill failed to pass in time.

MMR weighing an expansion to short-term-rental regulation
According to Minister Mrázová, a reworked version could add, alongside the guest registry, municipal power to regulate short-term rentals (m² per guest, days per year, season) modeled on Croatia. An MMR spokesperson said the scope is still undefined and expert discussion continues; the previously floated May 2026 target was missed with no new date set.

The Ministry for Regional Development confirmed the earlier draft ran into objections and final approval has slipped. No confirmed effective date yet.

Cabinet opposes the opposition bill, minister proposes an alternative
On 9 March 2026 the cabinet adopted a dissenting opinion on the opposition bill (Chamber print 106). It called the eTurista registry necessary, but wants the scope of recorded data, who must use it and the data feed to the police settled first. According to the press, Minister Mrázová argued a similar effect could be achieved with an EET-style tool.

Opposition files its own bill to revive eTurista
A group of opposition MPs (lead sponsor Eliška Olšáková) filed an amendment to the Tourism Act with the eTurista registry (Chamber print 106). The text is based on the previous term’s government bill (print 761), which lapsed. The same MPs also filed a bill that would let municipalities restrict short-term rentals in flats (print 107).

New Minister for Regional Development after the autumn election
President Pavel appointed Zuzana Mrázová (ANO) as Minister for Regional Development in the new Babiš government. The original eTurista bill from the previous government (Minister Kulhánek) had lapsed with the end of the Chamber’s term without reaching a third reading — the agenda is effectively starting over.

Dispute over the scope of collected data (previous bill)
The Chamber’s Public Administration and Regional Development Committee backed an amendment (Munzar, ODS, and others) that would have stripped guest names and addresses from eTurista, limiting collection to year of birth and municipality of permanent residence. This concerned the bill from the previous electoral term, which later lapsed with the end of that Chamber’s mandate.

Ubyweb and Trevlix have publicly made a similar commitment. Ubytovačka.cz currently only explains eTurista on its site, without a concrete integration promise - as of this page's last update date above.
Frequently asked questions
When does eTurista take effect?
It's not certain yet, because there is no eTurista law so far. The Ministry for Regional Development's government bill proposes 1 January 2028, but it has only just been through inter-ministerial comments and has not reached the Chamber of Deputies. The opposition bill (Chamber print 106) is still waiting for its first reading. As soon as anything moves, you'll hear it here first.
What changes compared to UbyPort?
Under the September 2026 government bill, you would enter each guest once in the registry, no later than 24 hours after they are accommodated. For foreign guests that would also count as the foreign police report and the house-book entry. The municipality (for the accommodation fee) and the Czech Statistical Office would get the data from the registry. The bill does not abolish the fee register (evidenční kniha).
Do I need to do anything differently right now?
No. Until eTurista becomes law, your existing obligations stay unchanged - UbyPort reporting, the house and registration book, and the accommodation tax.
Will Best Guest be ready for eTurista?
Yes - we track the legislative process and will build the integration as soon as the technical reporting format is published. Migration from UbyPort and other guest books will be free.
