The Act on the Residence of Foreign Nationals in the Czech Republic (326/1999 Sb.) is the main statute requiring accommodation providers to register and report foreign guests to the Czech police. UbyPort is the electronic system through which these reports are filed today.
Who has the reporting duty
Every accommodation provider has this duty regardless of size — from a single Airbnb apartment to a hotel with dozens of rooms. An accommodation provider is anyone who provides accommodation for payment or accommodates more than 5 foreign nationals, except close persons (§ 99(1)). The duty applies to foreign nationals, EU citizens included. Czech guests are not reported, and the act does not require them to be entered in the house book; they go into the Registration Book for the accommodation fee (§ 3g of Act No. 565/1990 Coll.) where the municipality levies the fee.
What a report must contain
The report carries the registration-form data (§ 97): the guest’s name and surname, date of birth, citizenship, permanent address abroad, travel document number and visa (if one is in the document), and the start, place, expected length and purpose of the stay.
Filing deadline
The accommodation provider must report a foreign national’s stay to the police within 3 working days after they are accommodated (§ 102(1)); providers who accommodate as a business report electronically through UbyPort (§ 102(3)). The house book
The act also requires keeping a house book and presenting it to the police on request (§ 100(f), § 101). It holds the accommodated foreign nationals’ registration-form data plus the start and end of the stay, and is kept for 6 years from the last entry. The act doesn’t expressly set its form, but the Foreign Police state on their website that it is kept “in paper form for inspections”, so if you keep records electronically, be ready to print them.
Penalties for non-compliance
Failing to report a guest, or reporting incorrectly (§ 100), and keeping or retaining the house book in breach of § 101 can each result in a fine of up to CZK 50,000 (§ 156 and § 157).
